No matter if someone is using a VPN or not they are leaving a digital footprint that can be traced. If an individual is doing something nefarious on a private VPN the company providing the service will be notified about it and the perpetrator identified. The use of a VPN is just an additional layer of privacy so one is not so naked on the internet. This way anyone eavesdropping and collecting IP addresses will only get the VPN's address and not your actual ISP providers IP address. Maybe you you are thinking about TOR browsers which are not allowed on the board to begin with and used more on the dark web….
