If you are a disabled/retired veteran and you goto jail or prison (for any reason, local, state, or federal) your benefits are automatically cut off and you get paid nothing. I don't see why it should be any different for government employees and their pensions.
Have you even read the manuals on how martial law is implemented? It isn't soldiers going door to door ransacking peoples houses and taking thier guns, the national guard (which is federalized) activates and works as oversight over existing civilian infrastructures.
The same cops are driving around as always, only their bosses are talking and coordinating more with the national guard than normal.
Instead of asking them for favors and doing joined exercises for budget reasons (its cheaper to let the feds pay for the time and equipment) they take orders from them and work to restore normal civilian government & deal with whatever the current crisis are.
They don't take over rank and file operations, they take over command & control. You won't be going into the DMV and getting your drivers license from armed soldiers.
