First thing, make an 3 - 4 electronic copies of everything she has and set up a dead man's switch with a trusted whistle blower law firm. Like digenova & toensing If the stuff is truly damning, they should take the case with no up-front fee payment or retainer. Give them full copies of everything along with a notarized and witnessed statement from her describing the situation, her concerns and how she came across the documents. This affidavit will stay with the e-docs with instructions in the event of her death/disappearance. They'll help draw everything up. DO NOT start calling the federal government without the advice of an Whistle blower attorney. She should keep a few of her own copies hidden carefully and to a good friend or family member. Again, pester a White Hat law firm to at least refer her to 2 - 3 other trusted attorneys. Last, she shouldn't mention this to ANYONE else and remain completely cool with the suspects.
