Builderfag here. Whatever the building below where the truck is parked is use for, it is equipped like it is venting large quantities of air. There are two capped metal flues which are typically for ejecting very hot gas/air. They look 12" in diameter, having two of them is overkill for a building that side (assuming its one story) unless you are running a kiln (or incinerator.) Additionally there are a series of 14 or 16" diameter pipes emerging from the ground with graduated elbows to prevent rainwater from entering. Presumable use is also ventilation. The curious thing is that there is no exterior condensers or commercial-grade RTU's for air conditioning, and it is doubtful that much heat would be needed at this latitude. Notice even above the doors there is ventilation.
My best guess is that there is either an incinerator/kiln or there is a chemical process occurring in the building which requires extensive ventilation through a metallic flue. Additionally, the pipes emerging from the ground could be ventilating a large underground space
