I think its about the senator that they get in a situation with a young girl and then tell him they will clean it up and take care of it. but now they have the senator in a position to do as they say, the rest of his life.
Q is telling us every/most politician/media/religious figure is in this position.
take for instance this post about the pope. Q is prolly hinting that the pope is under this same type of blackmail/extortion.
