Over = "I am done with my thought and awaiting reply."
Out = "I have concluded use of the channel and am releasing it to other traffic."
Thus, you can only end with over, or out. They are mutually exclusive. Kind of like magazine vs clip, line vs rope, or gun vs rifle - you will get a boot in the ass for the incorrect use of these terms in certain circles.
