"RBG" is standing directly under a bust of Chief Justice Morrison R. Waite. Evidently he served during Reconstruction-Era and was the 5th-choice pick by US Grant for Chief Justice.
Not sure why she is standing under his sculpture, but Waite was known for being an arbitrator between USA and GB after GB supported the Confederacy:
"He gained a measure of national attention when he represented the U.S. delegation to an international arbitration aimed at settling a dispute between the United States and Great Britain concerning the outfitting of Confederate vessels in British ports. The United States was awarded $15.5 million and brought Waite praise and attention." Maybe a lawfag can weigh in. (scales of justice joke)
