The entire basis for the investigation was the Dossier, and everyone knew it was garbage (per Bruce Ohr himself) long before Mueller was ever appointed.
Remember: Adm. Rogers met with Trump at TT in November. Which means, Trump had the DS clocked. Now mix in the Trump/Mueller meeting at the White House the DAY BEFORE Mueller is appointed Special Counsel. Add in the fact Mueller was the FBI Director when Epstein got the deal of all deals.
What did Epstein give up in exchange for that deal.
