Anon, Republicans weren't the ones to call Mueller to testify. This is a block on Mueller's scope creep so Mueller doesn't get to wax poetic about shit that isn't in the report or answer questions that Dems will ask about shit that has nothing to do with his charge. It is a bounding box, a confinement area.
If he deviates he is in deep shit. This isn't a flag to wave for Republicans, it is a fucking zipper DOJ has put on his mouth. If he unzips the zipper they go after him. He has no excuses now that he has been given instructions by the DOJ.

Another take is that Barr gave the DS minions another warning, something that goes along with Q asking if declass would have to happen if Mueller gave inaccurate or misleading testimony, or if the demonic slime dems try to twist what Mueller says, knowing that most people won't watch the hearing.
Our side does it all by the book, which is one reason I feel comfortable on the board. The deluded are constantly given chances to leave the dark and come over to our side. But also warned that we have the hammer and can bring it down at any time. Further, our side follows LEGALITIES, which the other side actually sees as a humorous weakness. AND we are an inclusive group, a big tent that the previously duped can view as a decent alternative to what is in the process of being exposed.
Bottom line: perps are warned, but they are caught in the vortex of their own lies and life patterns. Ergo, they see us warning not to take the left hand fork in the path, because it is very dangerous, but they do it anyway because it is their fate to lose.
