I got the impression that there were kind of 2 significant stages to the Knights Templar, and also that their public purpose and private purpose were likely different.
Loosely, the early (Jerusalem) Templars were likely what you state (however still may have had a false, positive front).
At some point, likely pre and post Jacques de Molay. The Knights Templar took over the papacy. Hence now seeing things like the attached images.
I could very well be wrong, but since the Popes are no longer after the Templar and where their symbol, I view that as the Templars being the higher on the hierarchy now. Mostly based on how their symbol is used elsewhere, to show control.
