The tin foil hat thing was created to mock the whistle-blowers who were trying to warn the people about this shit being in existance. Just like the term "conspiracy theorist" is over-used by mainstream fake news media in attempts to discredit the character of anyone who opposes their "official" stance.

Truth is the technology is very much real and has been known about for decades. Think about how much further it may have advanced since the 70's. Then think about how this weapon is basically just manipulation EMF frequencies. Now think about those tiny devices everyone carries around with them at all times.
Think about all those "crazy" people who have reported hearing voices that tell them to do terrible things, like shoot up random strangers for no logical reason what-so-ever.
On a side note, look into how many times the Electromagnetic Force is suppressed in damn near every field of "science" being taught in our schools. How foreign this seems to so many who claim to be scientists, despite all the advancements that were made by the physicists of the 19th century. All the names that were conveniently left out of our education, yet so much credit was given to jerks like Edison. Mass indoctrination designed to set us up for a lifetime of commercial exploitation and twisted experimentation.
