Being told he didn't follow DOJ guidelines and practices with his volume 2 report, he is biting his lip… he is touching his face, eyes down. He is totally conflicted.
Agreed. He did not do any of the work and he did not write the report. He was a figure head. In my career we called that "rising to your level of incompetence".
