Common law is prescedent based.

Civil law or Napoleonic law is more administrative. Much less latitude for getting out of it, but also provides protection from creative prosecutors or money generating operations.

Example: I had an accident in Quebec two years ago. It was truly an accident (snowbank, went off the road). The cops didn't issue a ticket for "careless driving" or other BS like they might do in common law jurisdictions. (Cost me about $500 in towing and repairs though.)

Mexico is a corrupt third world country. They have no business in a trade pact with the US and Canada. Trump is going to boot them, build the wall, and go back to Canada-US free trade.
