He's was probably speaking the truth. Though Reagan was the President, Mueller knew that Poppy was the true puppet-master of the 'Shadow Government' ever since he first set foot in Nixon's WH. Mueller has been answering to Poppy and his drug and sex-trafficking neocon pedovores for so long that the answer came naturally.

You're mixing up "Your Honor" with "The Honorable…" The latter is a "honorific" is used as a title of courtesy for current and former public officials. … U.S. usage varies, because there is no official etiquette; the honorific is often used for judges and justices, members of Congress, governors, mayors, and members of state legislatures.

 

So a judge may have a placard or a letter addressed as "Honorable" he/she is addressed as "Your Honor" in a courtroom.
