Sounds like a sub-plot from Ghost in the Shell: Stand Alone Complex. The Laughing Man re-emerges after a 7-year absence, but powerful corporate / military / government forces need to discredit him by employing a hacker, Nanao-A, to take credit as the Laughing Man. (It's a lot more complicated than that.)
