Net worth vs liquid assets are 2 very different things. High net worth individuals or companies even can hit bankruptcy really quick if they don't have liquid funds.
California is just over 10% of the US population. I think the problem with California is more due to the other 49 states than California since the other 49 states consist of 8-9x the population of California and allowed all of the following:
California officials not following federal laws - not arrested (what did the other 49 states do?)
Illegal immigration allowing California to get like this (what did the other 49 states do?)
Federal voting laws not followed by allowing illegals to vote (what did the other 49 states do?)
