So, what appears to be true is the D's will move forward with impeachment in the house. It will pass. The Trial will take place in the Senate. No chance of a 2/3 majority convicting POTUS on made up crimes.
However, the trial will allow POTUS to use whatever is necessary to defend himself. Thus, DECLAS, and everything else the NSA has against "them."
