A year or two ago I read that someone looked into why so many VA missing kid report have no picture. They found that the reason was that THE PERSON SUBMITTING THE REPORT DID NOT INCLUDE A PICTURE. Think about that a while. Most submitters are parents. Why would a parent submit a report without a picture? Maybe because they know well what happened to the kid and don’t want him/her found? So don’t automatically blame the NCMEC.
