FaceMap V.11 "pre-pre-release"

Mostly index, enough to follow. Marked area that are lacking in yellow. [KM] at State Dept and then the [DL][PS][DL] at DOJ. I will be adding in some more notes and also add more to "server section" [HA][CM].

Any thoughts welcome and fanx in advance. Hope to start page two tomorrow based upon this work.

Missed the brown box on index, dissemination of info from [JB] via ex order 12333 to HRC DNC. Also need to pull that line out some. Spelling mistake on tarmac. Those will be fixed next release hoping to nail down one or both or areas marked in yellow before then.
