possibly related to this matter is that up until a year ago, Vietnam was planning to build its first nuclear power plant in Ninh Thuan province. it was going to be a cooperative venture with the Russians and Japanese.
Then suddently the PM canceled the project indefinitely. Personally i think they realized how vulnerable they would be to sabotage, because the proposed site for the plant was right on the coast. if anybody popped off an underwater nuke nearby, it would have flooded the reactors, cooling chambers, etc. and basically created a Fukushima type scenario.
i'm not sure if Vietnam had begun to import any equipment for the planned Ninh Thuan facility, but if so, they may have sought to sell it to the Norks to recoup some of their investment.
