it's a system of trusts, all the money is locked up in trusts. trust law outranks all the other forms of law. this is why rich people have interlocking trusts and no one can sue them for their stuff cuz they don't really own it. middle class might have a living trust or a revocable trust or some watered down version, poor people might have a will or die intestate. american indians are strongly against a will because it means planning to die, so the dept, of interior runs a giant set of trusts for them.
