How can a city that receives so much taxpayer-funded federal money be in such dire straights year after year after year?

Where is all that money going? Clearly, it’s not to help the people of Baltimore and it appears Congressman Elijah Cummings, who has been in Congress for nearly a quarter-century, isn’t saying. We do know the last three Baltimore mayors, all supporters of Congressman Cummings, had to resign before completing their terms in office.
