I could solve this entire issue in a few weeks using the same programmers who built my software:
Build an online database/website. Each citizen enters PART of their address, their SSN, and their full name. If ALL numbers/letters line up, they're allowed to go to the voting segment of the site.
If poor people can't access the internet, any neighbor could bring over a tablet of phone and help them register and vote.
Not rocket science.
