Back when they were championing electronic voting, to get rid of punch cards, they used the disabled as an excuse for non-auditable voting.

Problem was, some people put up a fight and the electronic voting systems were expensive. So not everything ended up as a touch screen, although still capable of some manipulation.

Next up, Voter ID disenfranchised minorities. (As additional way to game the vote)

There was, and is always, some excuse.

Paper ballots, while they will always cite what LBJ did, among other shenanigans, if chain of custody is controlled and vote counting is done with party reps side by side and onlookers to over see, and tallies done at polls, posted there, and confirmed as correct once the state, ahem, posts them, less options for corruption.
