The Cookes’ filed their case in 2010 and the federal government’s lawsuit began two years later, alleging the Colorado City Marshal's Office, which serves both cities on the two sides of the Utah-Arizona line, “enforces the edicts of the FLDS Church, fails to provide police services to non-FLDS individuals, and fails to protect non-FLDS individuals from victimization by FLDS members.”
The cities deny the government’s allegations.
A 22-day trial beginning Jan. 19 is scheduled in the Department of Justice’s lawsuit against the cities and their entities. The trial was originally scheduled in Prescott, Arizona, because that federal court was the closest in the state to Mohave County, where Colorado City is located. But that courthouse is being closed, so the trial was moved to Phoenix.
Jurors for the Prescott trial were already scheduled to be drawn from Northern Arizona counties, but U.S. District Judge Russel Holland asked attorneys for the twin cities and the federal government to discuss whether jurors could be drawn from the central counties closer to Phoenix instead.

The FLDS Church headquarters were originally located in what was then known as Short Creek in Arizona, on the southern border of Utah. The settlement eventually expanded into Utah and became incorporated as the twin municipalities of Hildale, Utah, and Colorado City, Arizona. The historic location of the church was in Hildale and Colorado City, but the church also has a long-standing colony in Bountiful, British Columbia.[9] In 2004, news reports suggested a possible shift of the church's headquarters to Eldorado, Texas, where a temple had been built by FLDS Church members.[10][11] Since the purchase of land located 6 miles (9.7 km) northeast of Eldorado, then called the Yearning for Zion Ranch, there appeared to be a shift in the headquarters of the church, along with a large exodus of the "most faithful" church members. Other newer church settlements are 15 miles (24 km) southwest of Pringle, South Dakota and Mancos, Colorado[12] with a presence in Minot, North Dakota[13] and Grand Marais, Minnesota.[14]
