U.S. Congress seeks to jump start stalled self-driving car bill
Two key committees in the U.S. Congress on Tuesday said they are reviving efforts to pass long-stalled legislation to speed the adoption of self-driving cars.
The House Energy and Commerce Committee and Senate Commerce Committee sent automakers, safety groups and others interested in the bill a request seeking input and said they are working on a “bipartisan and bicameral basis to develop a self-driving car bill.”
In December, Congress abandoned efforts to pass legislation on self-driving cars before it adjourned, in a blow to companies like General Motors Co and Alphabet Inc’s Waymo unit.
The Energy and Commerce Committee said in a statement on Tuesday it is “committed to finding a solution that balances the American creative spirit with a clear federal framework that advances technology that will save lives, improve mobility for so many, and drive economic growth. We believe an open process will deliver an outcome we can all support.”The letter seeks input by Aug. 23 on a variety of issues including federal rules - both current or new - testing, privacy, disability access, cybersecurity, consumer education and crash data.
The U.S. House unanimously passed legislation in September 2017 by voice vote to speed the adoption of self-driving cars, but it stalled in the Senate last year. Despite a series of concessions by automakers, the bill could not overcome objections of some Democrats who said it did not do enough to resolve safety concerns.
Under the prior legislation, automakers would have been able to win exemptions from safety rules that require human controls. States could set rules on registration, licensing, liability, insurance and safety inspections, but not set performance standards.
In October, the National Highway Traffic Safety Administration (NHTSA) said it was considering a pilot program to allow real-world road testing for a limited number of vehicles without human controls.
Automakers must currently meet nearly 75 auto safety standards, many of them written under the assumption that a licensed driver would be able to control the vehicle using traditional controls.
In January 2017, GM filed a petition with NHTSA seeking an exemption to use fully automated vehicles to deploy vehicles without steering wheels before the end of 2019; that petition is still under review.
Last week, GM’s self-driving unit, Cruise, said it was delaying the commercial deployment of cars past its target of 2019 as more testing of the vehicles was required.

'Northern Trust to pay $60 million to settle securities-lending cases
Northern Trust Corp. will pay a combined $60 million to settle two 2009 class-action lawsuits filed by retirement plans unhappy with how the Chicago-based financial services firm ran its securities-lending program, according to two court filings last week.
The lawsuits were filed in U.S. District Court in the Northern District of Illinois by parties that included Exxon Mobil Savings Plan, the Louisiana Firefighters Retirement System and the Public School Teachers' Pension and Retirement Fund of Chicago.
They said Northern Trust "imprudently invested" collateral received from its securities lending activities and also charged unreasonable fees.
The class included retirement plans that participated in Northern Trust's securities lending program from Jan. 1, 2007 through Oct. 31, 2010.
Northern Trust said in January 2014 that it was taking a charge against its earnings in connection with tentative settlements in class-action litigation.

"The plaintiffs' motions in federal court in Chicago seek court approval for those previously announced settlements," Northern Trust said.
The class-action case that included Exxon was settled for $36 million, while the lawsuit brought by parties including Louisiana Firefighters and the Public School Teachers' Pension and Retirement Fund of Chicago was settled for $24 million, documents show. A spokeswoman for the Chicago fund wasn't immediately available for comment.
The group that included Exxon had losses exceeding $130 million.
Long-term investors, including mutual funds and pension funds, sometimes seek additional earnings by lending out securities.
Borrowers, including hedge funds, may pay a fee and typically post cash as collateral to protect the lender from losses.

We're told more than a hundred people were put up at the Beverly Wilshire in Bev Hills, and another hundred stayed at the Loews Santa Monica Beach Hotel. Crackdown Coming? China Gathers Forces On Hong Kong Border Amid Unrest
Massive anti-Beijing protests which have gripped Hong Kong over the past month, and have become increasingly violent as both an overwhelmed local police force and counter-protesters have hit back with force, are threatening to escalate on a larger geopolitical scale after the White House weighed in this week.
With China fast losing patience, there are new reports of a significant build-up of Chinese security forces on Hong Kong's border, as Bloomberg reports:
The White House is monitoring what a senior administration official called a congregation of Chinese forces on Hong Kong’s border.
From nearly the start of the protests which began over a proposed extradition bill (which would see Hong Kong citizens under legal accusation potentially extradited to the mainland) interpreted as major Chinese overreach inside historically semi-autonomous Hong Kong, officials in Beijing have suggested an "external plot" afoot, more recently alleging the hidden hand of the United States.
The latest charge made Tuesday by mainland government officials is that the still escalating Hong Kong unrest is the "creation of the US" — something which the admin official speaking under anonymity to Bloomberg firmly denied.
On Monday Secretary of State Mike Pompeo said during a press interview that "protest is appropriate" and that "we hope the Chinese will do the right thing" regarding respecting Hong Kong's historic "one country, two systems" status. This was enough to elicit a quick response alleging US meddling out of Beijing on Tuesday.

“It’s clear that Mr. Pompeo has put himself in the wrong position and still regards himself as the head of the CIA,” Chinese Foreign Ministry spokeswoman Hua Chunying said at a news briefing. "He might think that violent activities in Hong Kong are reasonable because after all, this is the creation of the U.S.”
China's position has been to recently declare the protests going "far beyond" what's legal and "peaceful" amid clashes with police.
Last week Chinese military leaders hinted that People's Liberation Army troops could be used to quell the protests following widespread reports of vandal attacks on the central government’s liaison office in Hong Kong, according to The New York Times. Ministry of National Defense, Senior Col. Wu Qian, said at the time, “That absolutely cannot be tolerated.”
For now, few details are known concerning the reported "build-up" of Chinese forces on the border, which could consist of military forces, as Bloomberg added to its report:
The nature of the Chinese buildup wasn’t clear; the official said that units of the Chinese military or armed police had gathered at the border with Hong Kong. The official briefed reporters on condition he not be identified.
The timing of the back and forth unsubstantiated allegations is interesting especially in light of President Trump seeking to reinvigorate stalled trade deal negotiations with China, currently being conducted in Shanghai following the ceasefire to the trade war.
