Because as of Nov 2018 the swamp is drained. White hats will have got every congressmen out of congress that was dirty/swamp. No blackmail, no comped, no pay offs, all the congressmen will work together as one unit and vote for the better of this country, independent of how its always been (bought and compromised). Trump isn't a true Republican, and congress knows this. He wants to do the right thing for this country
