Other anons pointed out the "Scaramucci Model" that Q bluntly stated... for those that don't understand this... it's basically "Get a temporary guy in there to do the dirty work, then get him out of there with his permanent replacement, so that the taint of what was done does not impact the permanent guy."
Now... ask yourself this... "why now?"
Answer: Summer recess... recess appointments, no one able to get in the way via procedural trickery, etc...
So... Whitaker (I think?) is the guy that comes in as DNI during the recess... does the DECLAS... is quickly replaced once recess is over by new DNI.
