Notice all the times the feds have confiscated cash and other items during raids and inspections. Anyone wrongly accused usually has a incredibly painful experience trying to get their stuff back.
So if the island is forfeited to the US Govt., we are on the tab for whatever is going on there, meaning there should be some sort of documentation.
