How I read that: Back in Q's Q&A, anon asked how Q predicts the future. Q replied "Control." So is it time travel or control, Q is asking here?
It's not like Q controls the exact moves of the opponents. As in chess, Q controls the board by limiting the options of the opponent. He's got an answer for every possibility. I do not believe Q is AI, but I am comfortable with the idea that Q is people with access to AI.
