In its statement, the FBI also said it can โ€œnever initiate an investigation based solely on First Amendment protected activity. As with all of our investigations, the FBI can never monitor a website or a social media platform without probable cause.โ€

And the FBI is known to plant probable cause wherever it wants to snoop. See, for example, framing Trump. If they can do it to a presidential candidate, they can do it to anybody. The "we can't snoop unless" line is a bald-faced lie, which is what the FBI does very well. It is the premier lie-fabricating institution in the world.
