HEY!!!! I got an Idea...
How about we put some towers every 1000 feet in every neighborhood in the county and put this tech on there when no one is looking?
You know, we can lie about the reason for the towers.
Tell them they can have higher internet speeds and "smart homes" with talking refrigerators, and self locking doors complete with security cameras we can....... ehem... they can watch for intruders.
And then, while maintaining those towers, we just switch out the equipment on the top of each, or put in a few additions.
Sounds good, heh?
We can even fry them in an instant with a change in light frequency, if they get out of hand.
Heh.
Their precious second amendment will be useless to them at the push of a button.
