I guess it'd depend on the order in which various staff in the IG's office discovered the violations.
They wouldn't necessarily have discovered violations in descending order of seriousness.
A small group of investigators finds some illegal activity, send the report to the IG, he signs off on it and sends it to the DOJ.
Are other small groups of investigators working on separate violations, on separate sets of documents and evidence?
I have to assume they are.
Am just using basic office hierarchy behavior to reach this conclusion.
Things don't always occur in a desired or logical order.
