My best guess is a big fat push to pump up Africa as a "destination wedding" location. Ending/minimizing the internal bloodshed but also the rape of the land by outside forces is one thing. But they've got to actually MAGA "Make Africa Great Again" to get all the Africans to willingly go home. If they see Africa as a land of better opportunity, they'll leave Europe. Hell, maybe some in the states will go home too! Win-Win
