Honestly more likely he was used as bait. Put out a person you don't intend to fully push through the process, switch him for someone else after DS wastes tons of time and ammo. Then new guy catches DS unprepared and they're forced to change tacts on the fly.
We know there's a ton of tech that's classified from all sides according to Q drops. Meaning for us to reveal it without being subject to sanctions ect we'd have to remove ourselves from the Treaty.
Then we can reveal and then re-institute a new treaty that would include China ect as needed. Just my opinion though.
