After reading through this link about the history of the Mafia in the northeast region of Ohio (1950's to 1990's), and specifically the Youngstown families, you will walk away with a full understanding of how criminal compromise works. It worked so well it poisoned the political atmosphere for decades. Mostly a Democratic Party stronghold to this day, the vast majority of the people have never known a life without corrupt politics and mob (literally) rule. As a result, the city is a dust heap of it's former self, and few want to invest there, knowing all too well the history and mentality of it's people. The most fascinating part of the story is the head Don, Lenny Strollo, is the one who took the entire system down by breaking the code of silence and confessing all of it in 1999 during a Federal racketeering trial, bringing down an entire network of mob family members, competitors, crooks and politicians. It is the scene in Godfather 2, with Frank Pentangeli actually spilling everything instead of keeping the code of silence! It makes for fascinating reading with names like Naples, Carabbia, Lonardo, Prato, Gains, O'Nesti, Traficant… They could easily be Clinton, Obama, Comey, Brennan, Lynch…
On a personal note without doxing, I know that region, and all those people involved VERY well. Up close and personal. Next door neighbor personal. Living room and dinner personal. Family get-together personal. Weddings and graduations personal. Yet, I wasn't involved in the corruption and crime. Our names and stories are all over Facebook if you knew where to look. Honesty, amends and apologies are an ongoing conversation.
