Actually it was Senator Thomas Rivera Schatz who subverted the Constitution in a bid to install a successor (namely himself). The Constitution specifies an order of succession within members of the cabinet to pick a new Governor for the remainder of the term. Rosello had the next in the line resign so as to force the secretary of justice Wanda Vazquez as a successor unpallatable to Senate President Thomas Rivera Schatz.
Rosello's plan was to have his resignation delayed by a week while the President of the Senate made up his mind hopefully to ask him to stay. The Secretary of justice recently survived her own scandal that involved Senator Rivera Schatz. It so happens that that Wanda Vazquez has her own chat scandal now and Rosello lost any leverage he had. People all over the place were asking for Pierluisi to be the successor, the clean and former state attorney that would be the governor now were it not for a hit piece in the NYT (IIRC) that made him lost the primary against Rosello. Rosello and Pierluisi are rivals and that is an understatement. Making Pierluisi the next governor is how Rosello takes revenge on the swamp that so easily turned the back on him.
