Yes, the hope is this meme gets through BECAUSE of the reasons you have just mentioned. Make them scream for it even though our side is the one that really wants it. A page out of their playbook used against them.
The point is to use THEIR narrative against them. They say muh russia, if they believe that, then they would HAVE to agree with the message.
Same thoughts with this meme, THEY think Trump will steal the next election, or even stole the last one… if THEY truly believe that, then they CAN'T disagree with the message.
