I just took some pictures of my patrol car back that is similar. I recognized the window cage logo shape. The cage is a window insert called "Cruisers Window Armor".

These are pictures I just took of the back of my patrol car. The image of the suspect that is being criticized as being crappy, because it is, has an explanation. My car has extreme dark tint, but that varies from dept to dept. It seems the suspect was in the car and had their picture taken through a tinted window with a window cage like mine. The person who took that picture would have had to enhance the picture to remove considerable darkness, albeit it does not seem as dark as my windows.
