  1. LEOS should be able to find the bomber quickly.

  2. IF they do not find the bomber quickly, it will be used as a pretext to shutdown Fedex.

  3. Most packages go by air through Memphis. Cannot risk having bombs going off in aircraft.

I believe that the routing is to the sort facility NEAR St. Antonio. Some packages are sorted "localay" before to reduce air-traffic to Memphis.
