rural area here and yes they are… they are more controlled and they help the traffickers stay trafficking. for every good cop, there are 10 owned and bad cops. and my grandmother lived next door to a very small town sheriff. she kept telling us that weird things were going on at his house… we thought it was her alzhiemers and she was crazy… turns out she wasn't. he was arrested years later for diddling little boys. so… (population 800) there.
