He never said or indicated that there was only 1 shooter. He parsed and said 1 in custody. He slips and used a plural (s) shortly before that statement ( a few seconds )

1) Locals go to the festival on Fridays. The city all but shuts down on Friday to accommodate. It is senseless to be open because Locals go to the Festival.
2) No locals go on Sundays and especially LATE Sunday. It is well known that trouble and danger are all you can expect if you are a late Festival goer
3) The Festival brings in UN GODLY amounts of money to the County/State
4) it would be foolish to stage a FF on a Friday of the Festival because it would kill the Festival.
5) The State of Ca maximized the money taken in for the Festival and allowed the shooting to not interfere with it as well as lesson the chances of any local being interviewed or recognizing someone who has been interviewed.
5) LOCALS DON'T GET NEAR IT ON SUNDAY. Never have!
