Think about what you are saying and the implications:

-opposition knows monitoring happens but doesn't know scope or details

By tipping your hand will you give up unacceptable level of source infiltration & knowledge?

NK & Iran have military parades & always show off their newest shit. Russia does not. We do not. There are good reasons for that.
We knew that Assad didn't actually gas his own people. Our sats captured that, so did Russia's. But in order to bring out evidence we would be admitting to a) having sats monitoring, b) level of surveillance (how much we can capture, resolution, etc.) and would tip our hand in the UNSC to Russia, China ++.
Zoom out and look at the bigger picture. Q+ will do whatever they can do avoid casualties, but sometimes, like in any war (and this IS a war for the freedom of the entire world) there are casualties. Q+ does what they can to minimize that.
