"Use up their ammo" (i.e. innocents getting killed). "See something, say something" (i.e. KNOWING something is going to happen). You're allowing all this, actually inciting it, yet doing nothing.
They're not "hanging themselves", there's plenty of crimes to go after. You wouldn't be "interfering with the enemy" if you did something, it's beyond that now, you'd be STOPPING them. Do something.

What's the point in constantly doing it? At this point it just seems like Q is saying, look we can make them kill people. Yeah, we get it. After the first bait, you have to take responsibility for all the rest.
