If you're close, yes. I think this guy was far enough away that speed of sound would not be important (the difference noted in distance), but a different direction could change echo (also noted as different).

To clarify, none of these shots were fired in the direction of the car filming. As far as I can tell, they were all directed in the same 90 degree arc, not like the shooter was spinning and shooting at nothing, he was shooting where the people were.

They could be reading glasses, that's the only reason I could think why the pictures of him taken on a computer or selfie on a phone they'd be on but not when he was walking around. But he was wearing them in the "security footage" just walking around, so that speaks towards they were not reading glasses and he needed them to actually see.
It's all very suspicious, he seems to have had a doppleganger or otherwise changed his outfit to the same color but different pants, based on el paso info, I think about 4-5 breads back.
I found this related picture which is slightly higher resolution, and discovered it was taken in Austin, Texas. So the region definitely fits. You may have found it, we should search for more pictures from the same event which might have a clearer identification.

The radio has been pretty empty of anything of significance, but it sounds like they are rounding up witnesses that "wandered off."
