Something that came out about the killing of Pres Kennedy is that if there was just ONE shooter then the investigation was left to local police.
If it was more than one shooter
then it fell under the category of CONSPIRACY
and it would be investigated by the FBI
And so, too
the investigation will be legally handled by locals
unless it is categorized as a HATE CRIME
which is a Federal Civil Rights offense
