I'm not a professional, but I've used it in the past for sure. That doesn't look like TV pixels to me. Everything is too uniform. This is supposedly a cell phone snap of the surveillance footage on a screen. There should be some angular, perspective distortion because the person snapping the pic didn't perfectly orient their phone camera to be perfectly slat with the TV screen's plane.
