Chatter is likely coded chatter making it legally impossible to go after them and political optics prevents them from taking preemptive action.
No one wants to live in a world akin to the movie Minority Report.
By posting info prior to alleged ff attacks acts as a foundation of proof that communication decodes are accurate.
This validates the idea that bad guise are doing bad things and communicating via coded messages.
Each one brings us closer to linking the attacks to the comms.
