i would imagine the NSA can't just use raw 'chatter' intel to stop these things because they are not an enforcement agency. the info would have to be passed down and acted upon with another agency, like the FBI. bureaucracy and corruption could easily get in the way. another issue is the violation of people's rights… even though 'they have it all', it's against the law to spy on american citizens (re:FISA)… so there could be issues there too.
these mass casualty events and the mainstream media are one of the few tools they have left. they're very powerful tools and they will continue to use them. don't be surprised if august turns out to be the worst month ever for mass shootings.
