You think they're just going to collect blood and inject possibly AIDS or other disease ridden blood into people? Or rely on the people to correctly identify their own bloodtype (wrong blood type will seriously hurt or kill if given through transfusion).
They have to lab test all blood, which can take up to three days. There's no "dip stick" method like with drug tests for immediate results. Talking centrifuge or gas chromatography. That takes a lot of time.
